José in his inventory of printing orders mentioned 3 different descriptions for paper #2!
Serie 2.- Samuel Jones, H.L.S.L, Fiscal.
That is, at least two different English paper mills: Samuel Jones and Henry &Leigh Slater.
Starting in 1975 with Samuel Jones, in 1977 with "Fiscal" [where manufactured!?] and in 1979 H.&L. Slater....
The below stamps with an Asymmetrical wire structure - just like paper #9!!!

Rein, a good reference can be the stamp “Componentes Electronicos” 50cents, this stamp only exist with watermark and all sheets (400,000) were printed on paper H.L.S.L. “papel acanalado” or rayado?.

José,
it is possible that H&L Slater used two different wires on different machine or on the same machine on another moment of time!
However, the so-called acanalado is just the rayado horizontal with 18 horizontal threads per centimeter!!! TIEV started to use it in 1977 for the 50 years Mexican Football Federation!!!
The rayado horizontal (RH) with the extra diagonals is the second type of paper 2 as far as I am concerned. I do not believe in the liso version for paper 2 until if have seen it myself or have come across a good scan plus a good description! The variety of translucidity in paper 2 RH is great and does NOT make it to a separate type of paper as Arturo wants to have it!
Liso to me is the surface of the gum side for paper 1 and papers 5/6! That is, no grooves, just the craters reflecting the felt side of the stamp paper! The front of the stamps may have grooves, although in paper 1 it does NOT show!!

It would be a good idea to show commemoratives that a representative for the types of paper that were distinguished in the definitives!

Differences between paper 1 and paper 4:
The gum is not the unique difference in both papers, paper 1 is semi-coated on the gum side.

the first series has the felt side gummed! Not coated! You can see the craters that normally are visible at the front side [or felt side printed]!

According to Etiangui:: Papel mediano ( 85g / m2 ), Sin filigrana, Satinado, AN = FO amarillo, RV = RF violaceo liso ( 1975 - 1981 )
How can this be true???? I.e the period of usage! Till 1981???
Have a look at the commemoratives!
At the beginning of 1975 there was phosphorescent paper with watermark MEX-MEX ]paper #2]. By the end of March, paper without watermark was introduced [Jimenez] and that lasted till August. I assume this was paper #4!? During another short period [09.08.1975 DF Sarmiento until 28.11.1975 Aguascalientas]] we had paper #1 ....Paper #4 took over again.
The last use of #1 for the commemoratives coincides with the issue of several values of the Mexico Exporta definitives.... 28.11.1975.
Only a few a the values that are supposedly on paper #1 were issued on that date: 50c partes, 80c ganado, 1.60, 1.90,4.30 and the 3 zapatos,
Most values [paper #1] were issued much later in 1976 or even in 1978 [10p, 20p] OR in 1981 [4p miel]....
Had they been printed in advance???
I do not have 4p Miel so I cannot be sure, but my 10p and 20p are definitively paper #1 and issued in 1978?!

In the spreadsheet containing the production data of 1975-1993 we get some non quite consistent data:
