Coloured fibers in the paper UNNOTICED for ages

Around 1920 several values of the definitives sets of the Netherlands had red and blue fibers in the paper! Did it serve some purpose or was it just accidental??? No mentioning in any catalogue nor any other publication in the period involved.
And is it just an coincidence that the 5c 1922 Post Congress stamps on Dutch paper has been found recently with blue fibers all over???
The definitve set had started in 1899 with both numerals and the Queen's portrait! These definitives were superseded only in 1924!
