I would like to know why this postal entire has edge perforations.

Tony,

this type of postal stationery consisted of a sheet that could be folded and sealed - it was gummed around the edges. When the addresssee wanted to open the letter he/she simple had to tear off the edges along the perforation!

It was a popular item in the Netherlands as well since 1888 until 1942.
